On page 2, line 16, after "(1)" insert the following:

"The commissioner must attempt to form a market assistance plan under RCW 48.22.050 before forming an association.

(2)"

Renumber the remaining subsections consecutively and correct internal references.

EFFECT: Requires the insurance commissioner to attempt to form a market assistance plan before forming a joint underwriting association.
