On page 12, beginning on line 31, strike section 7 and insert the following:

"NEW SECTION. Sec. 7. The sum of thirty-nine thousand dollars, or as much thereof as may be necessary, from the general fund--state is appropriated for the fiscal year ending June 30, 2004, and the sum of thirty-seven thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund --state for the fiscal year ending June 30, 2005 to the health care authority and the sum of seventy-four thousand dollars, or as much thereof as may be necessary, from the general fund--federal is appropriated to the department of social and health services for the fiscal biennium ending June 30, 2005, solely for administrative costs associated with providing health insurance coverage to state-funded individual providers through the basic health plan. If an equivalent health plan is purchased under the terms of the collective bargaining agreement, the health care authority shall transfer the funds in this appropriation to the department of social and health services for costs associated with providing health insurance coverage as determined by the terms of the collective bargaining agreement between the home care quality authority and the exclusive bargaining representative of individual providers."

 

On page 13, beginning on page 23, strike section 9 and insert the following:

"NEW SECTION. Sec. 9. The sum of sixty-seven thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 2004, from the general fund--state and the sum of one hundred seventy-five thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 2005, from the general fund--state to the home care quality authority and the sum of two hundred thirty-five thousand dollars, or as much thereof as may be necessary, from the general fund--federal is appropriated to the department of social and health services for the fiscal biennium ending June 30, 2005, solely for costs associated with ongoing administrative, labor, and employment relations costs determined by the terms of the collective bargaining agreement between the home care quality authority and the exclusive bargaining representative of individual providers."

 

 

 

 

EFFECT: Shifts $309,000 in General Fund-State appropriations to General Fund-Federal. The activities funded by the general fund will be eligible for a federal Medicaid match.
