On page 2, line 6, after "shall" strike "require the institution to submit the following information" and insert "conduct an independent analysis using information from a variety of sources"

On page 2, line 8, after "program" insert ", including but not limited to information submitted by the institution. Such information shall include"

On page 2, line 13, after "evidence" strike "for" and insert "regarding existing public or private capacity for the program, comparisons of the state cost of providing existing and proposed capacity, and"

On page 2, line 15, after "place" insert ". It is the legislature's intent to use capacity in existing programs wherever feasible before creating new or expanded programs"

EFFECT: Directs the HECB, when reviewing a proposal for a new program under this bill, to use information other than what is supplied by the institution proposing the program. The cost-benefit analysis for a new program includes information about existing public or private capacity for the program and comparisons of the state cost of providing current and proposed capacity. It is the legislature's intent to use existing capacity wherever feasible before creating new programs.
