Strike everything after the enacting clause and insert the following:

"NEW SECTION. Sec. 1. The legislative transportation committee shall evaluate the governance of a regional transit authority established under chapter 81.112 RCW and recommend appropriate changes. The evaluation shall assess the form of governance for the authority, including the size of the board and whether members of the board should be appointed or directly elected. The committee shall take into account the past effectiveness of the board, changes that the board has made since its inception, and opportunities to improve both the effectiveness of the board and the accountability of the board to the public. The committee shall report its findings and any recommendations for changes in the board to the legislature by December 10, 2003."

Correct the title.

EFFECT: In lieu of changes to the Sound Transit board membership, the Legislative Transportation Committee is directed to evaluate potential changes in the Sound Transit board structure and report its finding by December 10, 2003.
