On page 10, after line 32, insert the following:

"(4) The district may not issue bonds or other evidences of indebtedness for the purposes of financing the maintenance and operation of a project undertaken by the district."

EFFECT: Provides that no debt may be issued to cover maintenance and operating costs of projects undertaken by the district.
