On page 11, line 11, after "plan." insert "As a condition for imposing a toll on any portion of a state route within the district, a toll payer may use any lane of the highways within the district at nonpeak times. Peak times mean Monday through Friday between the hours of 6:00 to 9:00 a.m. and 3:00 to 6:00 p.m."

On page 11, line 14, after "chapter," insert "except as provided in RCW 47.56.076,"

EFFECT: Provides that as a condition for imposing tolls on a section of highway under the RTID authority, toll payers shall be eligible to use any lane of highways within the district during nonpeak times.
