EFFECT: Clarifies that the bill only relates to fully commissioned officers (both full-time and part-time officers) and reserve officers that are hired after the effective date of the bill. Clarifies that reserve officers are distinct from general full-time commissioned officers. Makes technical amendments and other clarifications.
