   On page 149, line 21, after "act" insert the following "subject to the following conditions and limitations: $850,000 of the amount retained at the state level shall be used to pay stipends to mentor teachers and expand enrollment opportunities through the alternative routes to certification program under Chapter RCW 28A.660 RCW"

EFFECT: $850,000 of the general fund federal appropriations for Title II will be used for the alternative certification program to pay mentor stipends and educate new teachers in subjects in which there is a shortage of qualified teachers.

FISCAL IMPACT: No change to appropriated levels; however, moneys within appropriated levels are earmarked for a specific purpose.
