   On page 118, line 11, decrease the general fund state appropriation for fiscal year 2005 by $250,000.

   On page 118, line 15, correct the total.

   On page 121, on line 36 strike "(($500,000)) $750,000" and insert "$500,000"

   On page 122, line 25, increase the general fund-state appropriation for fiscal year 2005 by $401,000.

   On page 122, line 27, correct the total.

   Beginning on page 129, after line 34, strike everything up through and including line 3 on page 130 and insert the following:

   "(12) (($159,000)) $401,000 of the general fund state appropriation for fiscal year ((2004 and $1,181,000 of the general fund-state appropriation for fiscal year 2005 are)) 2005 is provided solely for the implementation of Second Engrossed Substitute Senate Bill No. 5012 or Second Substitute House Bill No. 2295 (charter schools). If ((the)) neither bill is ((not)) enacted by June 30, ((2003)) 2004, the amount((s)) provided in this subsection shall lapse."

   On page 170, strike everything beginning with line 1 up through and including line 6 and insert the following:

   "(e) (($25,000 of the general fund-state appropriation for fiscal year 2004 and $25,000)) $65,000 of the general fund-state appropriation for fiscal year 2005 ((are)) is provided solely for the institute for public policy to conduct the evaluation outlined in Second Engrossed Substitute Senate Bill No. 5012 or Second Substitute House Bill No. 2295 (charter schools). If ((the)) neither bill is ((not)) enacted by June 30, ((2003)) 2004, the amount((s)) provided in this subsection shall lapse."

EFFECT: Provides funding for the charter schools bills. Decreases funding for the Washington Achievers Scholars program by $250,000.

FISCAL IMPACT: Increases General Fund-State by $216,000.
