   On page 3, line 3, after "Washington." insert "Prior to using information collected by a qualifying nonprofit organization, the program must verify that the information was collected by individuals trained in scientific data collection, wildlife biology, or ornithology."

EFFECT: Requires the Department of Natural Resources' natural heritage program to verify that information used in the designation of important bird areas was collected by qualified individuals.
