Renumber the remaining subsections consecutively and correct internal references accordingly.

On page 2, line 30, after "((shall approve by July 1, 1986,))" strike "must" and insert "may"

On page 2, line 31, after "board" strike "by July 1, 2004"

On page 2, line 35, after "board" strike "must" and insert "may"

On page 3, line 4, after "(3)" strike all material through "2005." and insert "Before the board may establish an association, the commissioner must make a determination that there are no insurers, including non-admitted insurers, writing liability insurance for licensees in this state at any price or premium level."

EFFECT:

•Makes it optional for the Commissioner to create a joint underwriting association; appoint a governing board; and for the board to develop a plan of operation.

•Requires the Commissioner to determine that there are no insurers writing liability insurance for licensees before an association can be established.
