On page 1, line 8, after "about", strike "an imminent or emergent public health, safety, or welfare risk" and insert "a public health or safety emergency"

On page 2, line 2, after "proficiency" insert ", as determined by the most recent United States census report"

EFFECT: Changes the notice requirement to those of a public health or safety emergency and ties the percentage of the population speaking a language other than English to the United States census report.
