EFFECT: If it is determined that a proposed inmate work program or the expansion of an inmate work program will impact a Washington business, then the Department of Corrections must complete a business impact analysis. The business impact analysis must include a detailed statement of the business costs(instead of the "actual" business costs) of the proposed work program and the impacted Washington business. Since the "actual" costs (e.g. water rates, sewer rates, electricity rates, etc.) may not be available, the department may only be able to provide approximate costs (instead of "actual" costs) for such items.
