   On page 2, line 11, after "States." insert "Services performed under a personal services contract, or under any subcontract awarded under the personal services contract, are not subject to the requirements of RCW 49.46.020."

   On page 2, line 32, after "States" insert ". Services performed under the contract, or under any subcontract awarded under the contract, are not subject to the requirements of RCW 49.46.020"

   On page 6, line 24, after "States." insert "Services performed under a contract for services, or under any subcontract awarded under a contract for services, are not subject to the requirements of RCW 49.46.020."

EFFECT: Makes the state minimum wage rate inapplicable to state personal services, purchased services, and civil service contracts.
