   On page 8, after line 6, insert the following:

   "NEW SECTION. Sec. 6. A new section is added to chapter 39.29 RCW to read as follows:

   The office of financial management shall report annually to the fiscal committees of the senate and house of representatives on all personal services, civil service, and purchased services contracts entered into by state agencies during each fiscal year that were not awarded to the lowest responsible bidders because of the application of the prohibitions in sections 2 through 4 of this act. For each contract, the list shall identify the contracting agency, the contractor, the purpose of the contract, effective dates and periods of performance, the cost of the contract. The list shall also identify the bid price that, but for the prohibitions in sections 2 through 4 of this act, would have been the lowest responsive bid. The report shall include the aggregate difference between the actual costs of these contracts and the lowest responsive bids for these contracts."

   Renumber the sections consecutively, correct internal references accordingly, and correct the title.

EFFECT: Requires the Office of Financial Management to make annual reports to the Legislature on state contracts not awarded to the lowest responsible bidders because of the prohibition against services being performed at locations outside the United States. Requires that these reports include the difference between actual contract costs and lowest responsive bids.
