On page 2, after line 28 of the amendment, insert the following:

"NEW SECTION. Sec. 3. A four member task force is created consisting of one member of the majority caucus of the house of representatives local government committee, appointed by the chair of the committee, one member of the minority caucus of the house of representatives local government committee, appointed by the ranking minority member of the committee, one member of the majority caucus of the senate land use and planning committee, appointed by the chair of the committee, and one member of the minority caucus of the senate land use and planning committee, appointed by the ranking minority member of the committee. The task force shall study the implementation of chapter 322, Laws of 2001, and shall report to the legislature on which counties and cities required by that act to collect and report on permit data are complying with that act, as well as the reasons why counties and cities are not complying with the act. The task force shall issue a report electronically by December 1, 2003, by posting the report on the web sites for the house of representatives local government committee and the senate land use and planning committee. The task force shall also submit its report via electronic mail to the association of Washington cities and the Washington state association of counties."

Correct the title.

EFFECT: Institutes a four member task force to report on the requirements to collect and post data regarding the number of permits issued within 120 days of the filing of a complete application.
