   On page 1 of the amendment, line 5, after "Spokane," insert "Snohomish,"

   On page 1 of the amendment, line 12, after "local elections" insert "in which the SERVE voting system is available for use"

   On page 2 of the amendment, line 13, after "provided by" strike "Thurston, Pierce, Kitsap, Spokane, and Cowlitz" and insert "participating"

   On page 2 of the amendment, line 21, after "must be" strike "equal and"

   On page 3 of the amendment, beginning on line 1, strike "all state"

   On page 3 of the amendment, line 1, after "project" insert and "within a participating county"

   On page 3 of the amendment, line 1, after "if" strike "any" insert "the"

   On page 3 of the amendment, line 2 after "election" insert "in which the SERVE voting system is available for use" 

EFFECT: Allows Snohomish county to participate in the SERVE pilot project. Clarifies that when the SERVE voting system is available for use, the participating county must utilize the SERVE voting system for all local and state elections. Requires communication between election officials and overseas voters to be similar in nature, but not equal, to communication with all voters within the county. Specifies that if an individual county fails to utilize the SERVE pilot project voting system for an available election, that county's project is terminated.
