EFFECT: Reduces the period from six years to four years for which a taxing district may receive voter approval to increase property tax collections year-over-year at a rate that exceeds 1 percent. Requires the ballot proposition to indicate the proposed levy rate for each of the years for which the increased rate would be approved.
