   On page 17, after line 3, insert the following:

   "NEW SECTION. Sec. 25. (1) The insurance commissioner may not take any action with respect to a self-funded multiple employer welfare arrangement as defined in section 3 of this act, other than adopting rules according to RCW 48.02.060(3)(a), that is not expressly authorized by the provisions of this act.

   (2) This section expires one year after the effective date of these provisions."

Renumber the remaining sections consecutively and correct any internal references accordingly.

Correct the title.

EFFECT: Prohibits the Insurance Commissioner from taking any action with respect to a self-funded multiple employer welfare arrangement (MEWA) (other than rulemaking) that is not specifically authorized by the MEWA provisions. Specifies this prohibition lasts for one year after the effective date of the MEWA provisions.
