   On page 1, beginning on line 6 of the amendment, after "program" strike ", beginning September 2004,"

   On page 1, line 17 of the amendment, strike "After July 1, 2004, a" and insert "A"

   On page 1, after line 27 of the amendment, insert the following:

   "NEW SECTION. Sec. 3. The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation."

   Correct the title.

EFFECT: Adds a referendum clause and deletes references to dates that are prior to the next general election.
