   On page 1, beginning on line 4, strike all of sections 1 and 2.

   Renumber the remaining section.

   On page 7, after line 18, insert the following:

   "NEW SECTION. Sec. 2. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

   Correct the title.

EFFECT: Deletes provisions specifying that: (1) The purpose of the entire Washington State Liquor Act is to promote the public's interest in fostering the orderly and responsible distribution of liquor towards effective control of consumption; (2) the authority for enacting the Act is the Twenty-First Amendment to the United States Constitution; (3) the Liquor Control Board's duties include investigating and analyzing the effectiveness of liquor controls and regulations each biennium; and (4) requiring the Board, in its discretion, to make recommendations to the Legislature.

Declares that provisions related to distribution of liquor take effect immediately.
