On page 19, after line 32, insert the following:

"NEW SECTION. Sec. 19. A new section is added to chapter 43.21A RCW to read as follows:

Nothing in this act may be interpreted or administered in a manner that impairs or diminishes a water right."

Renumber the sections consecutively and correct any internal references accordingly.
