On page 179, 12, after "institutions))" insert "Independent four-year institutions may submit proposals for high demand or high need enrollment funding, limited to the biennial budget in which the enrollment funding was approved, through a partnership with one or more public baccalaureate institutions or individually apply in a regional area where capacity is no longer available in local public higher education institutions."

EFFECT: Independent four-year institutions may apply for high need and high demand enrollments through a partnership with one or more public baccalaureate institutions or individually apply in a regional area where capacity is no longer available in public higher education institutions like community or technical colleges or baccalaureate institutions. Funding is limited to the biennial budget in which the enrollment funding was approved.
