Strike everything after the enacting clause and insert the following:

"NEW SECTION. Sec. 1. A new section is added to chapter 43.31 RCW to read as follows:

(1) The department of community, trade, and economic development shall contract with a public entity to:

(a) Conduct a survey of small and medium-sized manufacturers to (i) identify common technical assistance and employee training needs; and (ii) identify acceptable means of delivering technical assistance and training to small and medium-sized manufacturers. The survey shall focus on the region of the state with the heaviest concentration of small and medium-sized manufacturers; and

(b) Develop a plan for delivering technical assistance and employee training services consistent with the findings of the survey.

(2) The recipient of the contract funds under subsection (1) of this section may subcontract for the performance of the required work. The contract dollars may serve as matching funds for federal economic development grants.

NEW SECTION. Sec. 2. If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2004, in the omnibus appropriations act, this act is null and void."

On page 1, line 1 of the title, after "Relating to" strike the remainder of the title and insert "small and medium-sized manufacturers; adding a new section to chapter 43.31 RCW; and creating a new section."

EFFECT: Clarifies that state funds will be used to conduct a survey of small and medium-sized manufacturers and to develop a plan to meet their technical assistance and employee training needs.
