On page 6, on line 17, after "state." insert "A county's conversion from voting devices or machines that use punched holes to record votes shall be required under this section only to the extent that federal funds are available to reimburse the county for the cost of the conversion."

EFFECT:Counties are required to convert from punch-card voting systems only if federal funding is available to reimburse the cost, as anticipated under the federal Help America to Vote Act of 2002.
