On page 4 beginning on line 32 delete "Deference shall be given to the local decision-making process" and insert "In challenges to such decisions, hearings boards and reviewing courts shall apply the deferential standard set forth in RCW 36.70A.3201."

On page 6, beginning on line 1 delete everything beginning with "In recognition" through "discretion." on line 5 and insert "Consistent with the legislative intent expressed in RCW 36.70A.3201 regarding a deferential standard of review, the board and any court reviewing a city or county action under this chapter shall recognize the broad range of discretion that may be exercised by counties and cities consistent with the requirements of this chapter."

On page 6, beginning on line 10 delete everything beginning with "Further," through "chapter." on line 12
