On page 7, after line 6, insert the following:

"(3) The presumption applying to violations detected by the automated traffic safety camera does not apply to registered owners who contest the infraction by certifying by affidavit that they were not the ones operating the motor vehicle at the time the violation was detected by the automated traffic safety camera."

EFFECT: Eliminates the prima facie presumption that the registered owner of the vehicle committed the traffic infraction when the registered owner certifies by affidavit that they were not operating the motor vehicle at the time of the infraction.
