On page 3, after line 14, insert the following:

"(5) If an applicant to renew a driver's license or identicard has previously provided a biometric identifier as required under subsection (3) of this section, a biometric identifier is not required if the applicant is renewing his or her driver's license or identicard by mail or electronic commerce as described in chapter ... (SB 5428), Laws of 2003."
