On page 6 , after line 5, insert the following:

"NEW SECTION Sec. 6 The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and laws adopted to facilitate its operation."

On page 6, beginning on line 6, strike all material through the end of line 9.

EFFECT: Requires the measure to be submitted, as a referendum, to the people for a vote in the next general election and removes the emergency clause.
