EFFECT: Adds as a recipient of the memorial the Chief Judge of the United States District Court for the Eastern District of New York. This court oversees distribution of proceeds from the Swiss Bank Settlement which will provide $1.25 billion to Holocaust survivors. Deletes as recipients the individual insurance companies who are members of the ICHEIC.
