   On page 1, after "voter." on line 13, insert the following:

   "Candidates for the following offices shall be nominated at partisan primaries: (1) congressional offices, (2) all state offices except judicial offices and the office of the superintendent of public instruction, and (3) all county offices except judicial offices and those offices where a county home rule charter or the legislature provides otherwise.

   On all non-presidential primary ballots, the names of all candidates who have filed for nomination, and those independent candidates and candidates of minor political parties who have been nominated, shall appear on the ballot at the primary throughout the jurisdiction in which they are to be nominated."

EFFECT: Adds provisions for determining partisan candidates in general election based on vote totals in primaries; requires ballots to contain complete list of eligible candidates.
