Background:

Current law provides that the county commissioners of each county are, by virtue of their office, supervisors of the flood control zones created in their county. In any zone with more than two thousand residents, an election of supervisors other than the board of county commissioners may be held, subject to certain requirements.

Summary of Bill:

A flood control zone district has certain delegated duties.

Flood control zone districts with elected supervisors may appoint a county engineer to administer the affairs of the zone.

The county engineer must administer the affairs of the zone in flood control zone districts without elected supervisors.

Appropriation: None.

Fiscal Note: Not requested.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.

Testimony For: Newly elected supervisors of flood control zone districts want the ability to choose whether to work with a county engineer or to contract for help administering their flood control zone districts.
