Background:
Washington State is on a biennial budget cycle. The Legislature authorizes expenditures for capital needs in the capital budget for a two-year period. The current capital budget covers the period from July 1, 2001 through June 30, 2003. The Legislature passed a supplemental capital budget in 2002 for the 2001-03 biennium.
Summary of Bill:
A new appropriation is made from the Public Works Assistance Account for $58.1 million for the 2001-03 biennium. This makes the total appropriation for the Public Works Trust Fund Program $308.4 million for the biennium. An appropriation of $1.5 million is made for Parks Hall fire damage repair at Western Washington University.
Three changes are made to appropriations in the 2001-03 Capital Budget: (1) $1 million of the funding for the O'Brien and Newhouse Building improvements is moved from a trust account for the capitol buildings to a Thurston County capital facilities account; (2) a proviso is added for the Yakima ballfields project; and (3) language pertaining to fund raising for the Legislative Building Renovation is removed.
The appropriation in the 2001-03 Capital Budget for the Inland Northwest Regional Sports and Recreational Project is repealed.
