Background: The Washington State Ferry (WSF) system issues frequent user coupons, which provide a 25 percent discount for passengers and a 20 percent discount for cars on ferry trips. The books contain coupons for 20 one-way trips or ten round trips, with the exception of the San Juan Island vehicle books, which contain five round trips. The coupons are valid for 90 days from the date of purchase and are non-refundable.
The Tariff Policy Committee and the Washington State Department of Transportation advise the Transportation Commission on revising the schedule of ferry tolls and charges.
Summary of Bill: Frequent user coupons for the WSF system are valid for one year from the date of purchase and are refundable for up to one year from the date of purchase.

Effective Date: Ninety days after adjournment of session in which bill is passed.
