Background: Local governments must ensure that the impact fees imposed on the development of new manufactured housing communities are proportional to the costs associated with such development.
In recent years, impact fees on new manufactured housing developments have increased significantly, raising concerns that less affordable housing is available in communities.
Summary of Bill: A comparative study must be conducted by the appropriate legislative standing committees on how impact fees are imposed by local governments upon the development of manufactured housing versus other residential development. The study must be completed by January 2004.

Effective Date: Ninety days after adjournment of session in which bill is passed.
