Majority Report: That Substitute Senate Bill No. 6233 be substituted therefor, and the substitute bill do pass.

Background: The capital construction expenses of state government and its agencies and programs are funded on a biennial basis by an omnibus capital budget adopted by the Legislature in odd-numbered years. In even-numbered years, a supplemental budget is adopted, making various modifications to agency capital appropriations. State capital construction expenses are paid from the proceeds of the sale of state general obligation bonds and from various dedicated funds and accounts.

 

Summary of Substitute Bill: Supplemental capital budget appropriations are made for the 2003-05 fiscal biennium.

Effective Date: The bill contains an emergency clause and takes effect immediately.

 

Testimony For: The state board understands the use of cash sources rather than bonds and supports the attention given to skills centers. Hope within the parks community is that the Cama Beach project could be funded. The University of Washington points out that the Bothell off ramp money is in the Senate capital budget but in the House transportation budget and hopes this can be sorted out. Washington State University appreciates the Student Academic Center but is concerned about the proviso language connected to their wastewater plant. CTED is concerned about the lack of funding for the Employment Resource Center (using REED Act money.) Central Washington hopes that $2 million for the Des Moines project can be included.
