Background: In 1985, in response to city and county concerns, the Legislature gave specific authority to engage in economic development programs. Cities and counties were also authorized to contract with nonprofit corporations to assist with economic development activities. There is concern that this grant of authority, while broad, does not adequately specify the authority of cities, towns, and counties to collaborate with other public entities.

 

Summary of Bill: To carry out economic development programs, cities, towns and counties may transfer or loan funds, property or services to other cities, towns, counties, or port districts. Upon the request of a port district, any city, town, or county may enter an agreement to jointly exercise with a port district the district's powers with respect to economic development programs and projects.

 

Appropriation: None.

Effective Date: Ninety days after adjournment of session in which bill is passed.
