Background: The state's Growth Management Act defines urban governmental services as public services and facilities that are typically provided in cities and include water systems and sewer systems, among others. The act declares that cities are the units of local government most appropriate for providing urban governmental services. Elsewhere in state law, the state also authorizes the creation of public water-sewer districts to provide water services and sewer services and allows these districts to include cities within their boundaries.

 

Summary of Bill: In addition to cities, duly established public water-sewer districts are declared to be appropriate providers of sewer and water services under the Growth Management Act.

 

Appropriation: None.

 

Fiscal Note: Not requested.

 

Effective Date: Ninety days after adjournment of session in which bill is passed.
