Background: Chapter 18.16 RCW deals with the licensing and regulation of cosmetologists, barbers, manicurists and etheticians.
Licensees subject to Chapter 18.16 RCW must meet certain training and examination requirements to obtain a license in their respective professions. The license must be renewed annually upon payment of a renewal fee.
A licensee who fails to renew his or her license before the license renewal date must pay a penalty in addition to the current license fee. A license that is not renewed with one year of its renewal date is cancelled. A person desiring to renew a cancelled license must pay a penalty in addition to the current license fee, as well as the current license fee for each renewal year missed, and is required to meet the current licensing and examination requirements.
Summary of Bill: The date by which a license under Chapter 18.16 RCW must be renewed is changed from "before" the renewal date to "by" the renewal date.
A license that is not renewed for more than one year is not cancelled. The license holder may renew such license, without the applicant needing to pass the current examination, upon the payment of the current year's license fee, plus a penalty equivalent to an additional year's fee. The license holder must meet all other current license requirements.
