Majority Report: That Substitute Senate Bill No. 6638 be substituted therefor, and the substitute bill do pass.

Background: Veterans with certain disabilities and veterans captured and incarcerated by an enemy during a time of war for more than 29 days are entitled to free regular or special license plates.

 

Summary of Substitute Bill: The threshold for free license plates based on capture and incarceration by an enemy is changed from 29 days to 24 hours.

 

Substitute Bill Compared to Original Bill: The substitute bill amends the title to refer to prisoners of war.

 

Appropriation: None.

 

Fiscal Note: Available.

 

Effective Date: Ninety days after adjournment of session in which bill is passed.

 

Testimony For: It is a good bill that allows veterans that were prisoners of war to get veterans license plates if they were a prisoner for 24 hours or more.
