Brief Description: Submitting to the voters a constitutional amendment that would authorize the legislature to reduce the assessed value of real estate by amounts spent on certain fees.

Background: Article VII, section 1, of the Washington Constitution requires that all taxes shall be uniform upon the same class of property within the jurisdiction of the authority levying the tax.

Summary of Bill: An amendment to Article VII, section 1, is submitted to the voters to authorize the Legislature to enact by statute a reduction in the assessed value of real property by amounts expended by the property owner on mitigation fees, impact fees, or system improvement charges.

Effective Date: Upon approval of the voters at the November 2003 general election.
