     AN ACT Relating to evidence-based health services purchasing by state purchased health care programs; adding a new section to chapter 41.05 RCW; adding a new section to chapter 43.70 RCW; adding a new section to chapter 51.04 RCW; adding a new section to chapter 72.09 RCW; and adding a new section to chapter 74.09 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   A new section is added to chapter 41.05 RCW to read as follows:
     The authority shall coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs that will ensure prudent, cost-effective health services purchasing, maximize efficiencies in administration of state purchased health care programs, improve the quality of care provided through state purchased health care programs, and reduce administrative burdens on health care providers participating in state purchased health care programs. The policies adopted should be based, to the extent possible, upon the best available scientific and medical evidence and shall endeavor to address:
     (1) Methods of formal assessment, such as health technology assessment, in the evaluation of health care services as defined in RCW 48.43.005(17). In developing methods of formal assessment, the agencies shall consider whether the health care service has been shown to be safe and effective by the best available scientific evidence. A cross-agency centralized health technology assessment policy and process must be in place by July 2004;
     (2) Monitoring of health outcomes, adverse events, quality, and cost-effectiveness of health services provided through state purchased health care programs;
     (3) Development of a common definition of medical necessity for state purchased health care programs; and
     (4) Exploration of common strategies for disease management and demand management programs across state purchased health care programs.
     The administrator may invite health care provider organizations, carriers, other health care purchasers, and consumers to participate in efforts undertaken under this section.

NEW SECTION.  Sec. 2   A new section is added to chapter 43.70 RCW to read as follows:
     The secretary shall cooperate to the maximum extent possible in the development and implementation of policies under section 1 of this act.

NEW SECTION.  Sec. 3   A new section is added to chapter 51.04 RCW to read as follows:
     The director shall cooperate to the maximum extent possible in the development and implementation of policies under section 1 of this act.

NEW SECTION.  Sec. 4   A new section is added to chapter 72.09 RCW to read as follows:
     The secretary shall cooperate to the maximum extent possible in the development and implementation of policies under section 1 of this act.

NEW SECTION.  Sec. 5   A new section is added to chapter 74.09 RCW to read as follows:
     The secretary shall cooperate to the maximum extent possible in the development and implementation of policies under section 1 of this act.
