     AN ACT Relating to off-campus disruptive behavior of higher education students; and adding a new section to chapter 28B.10 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   A new section is added to chapter 28B.10 RCW to read as follows:
     The governing board of each institution of higher education is authorized to adopt a student code of conduct that applies while students are on campus and in campus neighborhoods, businesses, and public places that are proximate to the campus of the institution. The provisions in the code may not violate the civil rights of students as protected by the Constitution of the United States or the state of Washington. The code must provide due process procedures and rights for students who have been accused of misconduct. The governing board may adopt the code only after consultation with student representatives.
