TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES,
AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF
REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE
UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE SECRETARY OF THE
UNITED STATES DEPARTMENT OF TRANSPORTATION:
We, your Memorialists, the Senate and House of Representatives of
the State of Washington, in legislative session assembled, respectfully
represent and petition as follows:
WHEREAS, The ability to obtain collaborative transportation
partnerships will supplement state transportation revenues for the
State of Washington; and
WHEREAS, These supplemental state transportation revenues will
allow the State of Washington to use its limited resources for a
greater number of transportation projects; and
WHEREAS, Additional safety rest area sites would benefit the
traveling public and contribute to the economic development of nearby
communities; and
WHEREAS, Development of a joint safety rest area demonstration
project between the Washington State Department of Transportation and
private or nonprofit entities in a specific area lacking a safety rest
area would benefit the traveling public and would contribute to the
economic development of nearby communities; and
WHEREAS, The ability to develop a joint safety rest area
demonstration project is severely limited by current federal law;
NOW, THEREFORE, Your Memorialists respectfully pray that the United
States Department of Transportation issue a waiver to the Washington
State Department of Transportation from the provisions of 23 U.S.C.
111, 20 U.S.C. 107, and from any federal regulations prohibiting
private or nonprofit entities from operating safety rest areas,
including current and future safety rest areas.
BE IT RESOLVED, That copies of this Memorial be immediately
transmitted to the Honorable George W. Bush, President of the United
States, the Secretary of the Department of Transportation, the
President of the United States Senate, the Speaker of the House of
Representatives, and each member of Congress from the State of
Washington.
