WHEREAS, The passage and implementation of a state operating and a
state capital budget is of the utmost importance to the welfare of the
state of Washington and its residents; and
WHEREAS, The public interest requires that the business of the 2003
first special session of the Fifty-eighth Legislature be considered and
acted upon as efficiently and expeditiously as possible;
NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of
Washington, the House of Representatives concurring, That Senate Bill
No. 5404 (Operating Budget), Senate Bill No. 5401 (Capital Budget), and
the bills necessary to implement these budgets and the issues
appurtenant thereto are declared in dispute, and a conference committee
shall be appointed to consist of three members from the Senate and
three members of the House of Representatives to resolve these issues
in accordance with the powers and duties granted conference committees
pursuant to Senate Rules, House Rules, and Reed's Parliamentary Rules.
