By Senator Jacobsen

     WHEREAS, Basil Badley, a person of influence involving matters of public interest for over 40 years, has announced that he is retiring from the representation of clients before the Washington State Legislature at the end of the current year; and
     WHEREAS, Basil Badley's efforts have been uniquely focused on the representation of his various insurance clients; and
     WHEREAS, The effectiveness of these efforts can be readily seen in what is contained in the insurance code and, in some cases, what is not contained in the insurance code; and
     WHEREAS, Basil Badley's announced retirement has been warmly received by his many friends and allies; and
     WHEREAS, This announcement has been even more warmly received by his opponents;
     NOW, THEREFORE, BE IT RESOLVED, That the Senate congratulate Basil Badley for the diligent and effective representation of his clients for these many years; and
     BE IT FURTHER RESOLVED, That the Senate expect to hear periodic reports of Basil Badley's ponderings regarding the Mariners, his garden, his walks with Riley, his devotions to Mary Margaret, and other matters of consequence; and
     BE IT FURTHER RESOLVED, That the Senate fully expect to see in the morning clips a marked increase in letters to the editor, op-eds, and other musings generally expected of one with few responsibilities; and
     BE IT FURTHER RESOLVED, That the Senate extend its warmest congratulations to Basil Badley on his retirement from a remarkable career spent in public service, the private practice of law, and the representation of clients before the Washington State Legislature; and
     BE IT FURTHER RESOLVED, That copies of this resolution be immediately transmitted by the Secretary of the Senate to Basil Badley.
