Provides that personally identifying information and location of use information may not be provided together in a form or manner that would facilitate the real-time or near real-time monitoring or tracking of the location or movements of persons using transit passes, transponders, or other fare payment media except when required by a subpoena issued in conjunction with a criminal investigation.
