HB 1372 - DIGEST

Provides that, once transfer of ownership in a motor vehicle is perfected by complying with the requirements of this act, the owner is not subject to any liabilities, costs, penalties, or other sanctions that arise under chapter 46.55 RCW for any event or circumstance involving the vehicle that occurs after the time of perfection.
