Changes the primary to the first Wednesday after the first Monday of the preceding September.

Provides that, prior to the 2004 and 2005 primary elections, the secretary of state and county auditors shall notify the public of the change in the date of the primary and the new date of the primary. The change in the date of the primary and the new date shall be clearly and prominently displayed on all appropriate election materials, including sample ballots, voters' pamphlets, election notifications, absentee ballot envelopes, web sites, poll site instructions, and candidate filing forms. The secretary of state and county auditors shall make a reasonable effort to provide notice of the new date of the primary in multiple languages.
