Provides that, if there is a public disorder, disaster, energy emergency, or riot, not amounting to a state of emergency under RCW 43.06.200, the governor may, at his or her discretion and for the protection of public health, safety, or welfare, order any state executive agency or individual agency office to cease operation until the governor declares that order has been restored.
